In Traded sets, these originally were designed to capture the players who were new, or traded during the season and this way it would reflect that at season end. They are still produced to this day, and Donruss has sets from "The Rookies" which focus on rookie cards.
Fleer also has updated sets, which focus on rookie cards and stars as well. These are great sets to obtain.
